Is your system deodexed?
If not, do you have both the apk and the odex files?
Have you used Root Explorer to place them in the /system/app/ directory and then fix the permissions?

Just checked, permissions for both should be rw-r--r--

No, shouldn't be. I assume you're rooted. What app did you use to delete the camera app?

I am rooted it was titanium backup it attaully was convert stock app to a user app and it didn't work right and removed it from system app
Well, I can't readily find a system dump of our current version, 4.1.83, but you could probably use the camera files from the retail version; I don't think they changed the camera, but i could be wrong. It should still work either way.
Visit this thread and go to the link in the first post and download the second of the two files listed. They should be in a zip file. Extract it and find the apk and odex files that you're needing and use Root Explorer to place them as as in my first post above.

I try to copy the files to the preinstalled apps but it wont let me change the permissions in that section
If you're using Root Explorer there is a button at the top to mount as R/W. That has to be done before changing permissions.
